Ontario 2019: Online Gaming

Ontario 2019: Online Gaming, Alcohol and Cannabis From cultural conservatism to permissive next-door neighbor: Is this the new Canada?

Canada has long been seen as the conservative cousin of the U.S., staid and dull.

This view was best exemplified in the 1980s when New Republic Editor Michael Kinsley said the most boring newspaper headline in world history would be “Worthwhile Canadian Initiative.”

Is Canada experiencing a reputational shift? Let’s look at key highlights of the Ontario budget, with its overarching theme of trusting adult consumers to make responsible choices in their indulgences.

Gaming The budget suggests that the Ontario government intends to establish a competitive market for online gaming.

This would ensure that players in Canada’s largest province have access to safe gambling options.

To carry out this mandate, the province will consult with key stakeholders to develop a market that reflects consumer choice while creating an exciting gaming experience.

The monopoly mandated by Canada’s criminal code only permits provincial governments to “conduct and manage” gaming.

Ontario 2019: Online Gaming The budget is therefore likely considering a request-for-proposal model for operators when it refers to a “competitive online gambling regime.”

Dirk Whitebreast faced a turning point in 2003, one borne of tragedy. His 18-year-old sister, Darcy Jo Keahna, committed suicide.

Whitebreast returned to his Iowa hometown of Tama, ready to turn his life around to honor his sibling.

“The day that I got the phone call about my sister was the last time I touched alcohol,” he says.

Whitebreast got work with the Meskwaki Bingo Casino Hotel. He went from players club to surveillance to a supervisory role to marketing, the latter stemming from his successful bid to win a seat on the tribal council in 2009.

“My public relations, communications and campaign-building efforts came in handy for the digital media strategist position,” says Whitebreast, who enjoyed marketing and hesitated before submitting a resume for a leadership development program.

While many dramatic arts graduates choose careers on stage and

variety of careers beyond acting. Stephen D. Wilson MFA ’89 uses
his acting education every day… just not in front of a camera.
Two decades ago, he earned an MFA in acting at USC, learning
from such professors as Charles Macaulay and Sharon Carnicke.
In L.A. he also studied with legendary teachers Stella Adler and
Joanne Linville, acting alongside then-unknown actors like

Five years later he reconsidered his career path. Inspired
by his grandfather’s experiences as a trial lawyer and judge
in West Virginia, Wilson went to law school. Today he’s a trial
lawyer in Dallas and east Texas, handling civil litigation cases

The most obvious application of his acting degree is in the
courtroom, where he narrates stories for judge and jury. His
storytelling chops come in handy there—projecting, timing,
emoting—but so does his study of scripts.
“In screenwriting, you don’t want to preach the movie’s message
into people, you just want to tell a story and tell it so well that
they take that message out of it,” he says. “When you’re putting
your points across at trial, a lot of times you don’t state the conclusion. You just leave it, and the jury comes to that conclusion
on their own. It’s more believable to them if they discover it

Un Certain Regard

An operational audit is an examination of the manner in which an organization conducts business.

with the objective of pointing out improvements that will increase its efficiency and effectiveness.

And there are various manners in which business can be conducted.

Un Certain Regard They can all be equally effective and reach the same results with the same effort.

But mostly they are not. In casinos a good example would be procedures.

Those of you who had the chance to work in multiple jurisdictions and for various companies, know how a simple procedure.

of paying out 105 chips on roulette can differ from one place to another.

Is there a perfect way to do it? Is any one of these various procedures more effective than all the others? Probably yes. Does it matter? Probably not.

At other times there might be a significant difference and a case for change which could mean improvement in revenues.

reduction of costs or both, resulting in increased profits for the operation and eventually thicker bonus envelopes for management.

Operational optimization is a phrase repeated that many repeat but a very few practice. The nudge mostly comes from ownership and hardly ever from management.

And when it does, it usually means an operational audit for starters by an outside company or consultant to point out possible areas of improvement that management hasn’t seen for various reasons.

Un Certain Regard Not because they are incompetent or don’t care, but simply because running an operation can be rather.

I remember the first time I had to face an outside auditor as property manager. I felt insulted and betrayed by the very company I did so much for. I ran the place as if it was my own, with care and lots of extra hours.

Operational optimization is a phrase repeated that many repeat but a very few practice. The nudge mostly comes from ownership and hardly ever from management.

Willy Wonka Everlasting Gobstopper

Scientific Games

This latest entry into Scientific Games’ Willy Wonka series presents a load of mystery features and bonuses on the immersive Gamefield 2.0 cabinet. The base game is a six-reel game, with four rows of symbols per reel and 25 paylines.

The game employs a three-level symbol-driven progressive, with a Minor jackpot resetting at $250 and a Major resetting at $2,000. The top progressive jackpot is a wide-area prize either on the Reel Adventures link, resetting at $200,000; or the Cash Connection link, resetting at $400,000. (There also is a near-area progressive version.)

The top jackpot is won with six scattered Willy Wonka symbols at max bet.

There are several mystery events in the base game. The “Oompa Loompa Feature,” randomly triggered on any spin, stretches the reels to five, six or eight active rows, and three reels are replaced by an alternate reel that contains more high-paying symbols.

Each Everlasting Gobstopper symbol that lands on the reels awards the following credit prize: Regular Gobstopper symbol: 10–250, Mystery Gobstopper symbol: 25–500, and Golden Gobstopper symbol: 100–1,000. If at least one Golden Gobstopper symbol lands on the reels, then a multiplier of 2X–10X may be awarded.

Also randomly on any spin, a wild symbol will be placed on up to six reels—a minimum of two reels, or three reels if the Enhanced Bet is active. Also random is a Reel Replacement Feature, in which a number of positions on each reel are replaced with one of nine highpaying symbols.

Five Golden Egg symbols trigger a bonus feature. Each egg is randomly placed in either the Free Spins egg collector or the Chocolate River Bonus egg collector. The first egg in the Free Spins collector awards five fee spins, and each additional egg adds one free spin.

NIGA’s Roots as a BIA Advisory Group

NIGA’s Roots Frank Duscheneaux is considered by many to be the “father of IGRA,” (along with IGRA’s “mother,” Virginia Boylan). He believes it was Hazel Elbert who first recognized the need for a tribal advisory group to advise the Bureau of Indian Affairs (BIA) on Seminole bingo and other forms of gaming being offered across Indian Country. Elbert started in 1967 and worked her way up to acting commissioner at the BIA. According to Duscheneaux, in the late 1970s, Elbert “put together a tribal advisory group, and the tribal representatives there took over a meeting in Oklahoma City.”

NIGA’s Roots Rick Hill’s 2013 speech picked up the narrative from there. He recalled how the BIA “called an emergency meeting to gather facts about high-stakes bingo after a lot of complaining by the states. Mark Powless was elected chairman of what was being called the National Indian Gaming Task Force. Shortly after that, Senator Daniel Inouye organized a meeting to tell the tribes that if we do not get organized, we are going to get rolled by the states. Powless went coast to coast, visiting tribes to get recommendations for the task force.”

At that time, NIGA also established an alliance with the National Congress of American Indians (NCAI) committee on Indian gaming.

There were no records, no office beyond a kitchen table, and NIGA was in debt with no budget.

As Hill described it, “We had to build NIGA at the same time we maintained the fight. We set up the NCAI-NIGA Task Force, and created a board with 12 regions, two from each region. It was the perfect size, since we had exactly 12 chairs in the room.
